Bring a large pot of water to a boil. Add the soba noodles and cook according to package instructions, about 5-7 minutes, until tender. Drain and rinse under cold water.
While the noodles are cooking, bring another pot of water to a boil. Add the green beans and blanch for 2-3 minutes, until crisp-tender. Drain and rinse under cold water to stop the cooking.
In a small bowl, whisk together the miso paste, soy sauce, rice vinegar, and sesame oil.
Heat a large skillet or wok over medium-high heat. Add the garlic and ginger and cook for 1 minute, until fragrant.
Add the blanched green beans and soba noodles to the skillet. Pour in the miso sauce and toss everything together until well combined and heated through, about 2-3 minutes.
