In a large resealable bag, combine the beef cubes, 2 tablespoons of soy sauce, and 1 tablespoon of tamarind paste. Marinate for 30 minutes, turning the bag occasionally.
Thread the marinated beef cubes and broccoli florets onto metal or wooden skewers, leaving a small space between each piece.
Preheat a grill or grill pan to medium-high heat. Grill the skewers for 8-10 minutes, turning occasionally, until the beef is cooked through and the broccoli is tender-crisp.
Meanwhile, bring a pot of water to a boil. Add the ramen noodles and cook according to package instructions, about 3-4 minutes. Drain and set aside.
In a small bowl, whisk together the remaining 2 tablespoons of soy sauce, 1 tablespoon of tamarind paste, and 1 tablespoon of water to create the tamarind sauce.
