In a small bowl, combine the soy sauce, rice vinegar, and cornstarch. Whisk until the cornstarch is fully dissolved. Set aside.
Heat 1 tbsp of sesame oil in a large skillet or wok over high heat. Add the sliced beef and stir-fry for 2-3 minutes until browned on the edges but still pink in the center. Transfer the beef to a plate.
In the same skillet, add the remaining 1 tbsp of sesame oil. Add the broccoli florets, sliced Thai chili, minced garlic, and grated ginger. Stir-fry for 2-3 minutes until the broccoli is crisp-tender.
Return the cooked beef to the skillet and pour in the soy sauce mixture. Toss everything together and cook for an additional 1-2 minutes, until the sauce has thickened.
Remove the skillet from heat and stir in the chopped kaffir lime leaves. Serve the sizzling beef and broccoli stir-fry immediately over steamed white rice.
