Preheat oven to 400°F (200°C).
Boil potatoes until tender, about 15 minutes. Drain and mash with milk and 2 tbsp butter.
Brown ground meat in a large oven-safe skillet, breaking it up as it cooks.
Add onion and carrots, cook until softened.
Stir in flour and tomato paste, cook for 1 minute.
Add broth, Worcestershire sauce, and thyme. Simmer until thickened.
Stir in peas and season with salt and pepper.
Spread mashed potatoes over the meat mixture.
Dot with remaining butter and bake for 20-25 minutes until golden.
