In a large skillet, heat 2 tablespoons of oil over medium-high heat. Add the cubed lamb shank and sear on all sides until browned, about 5 minutes.
Add the diced tomatoes and minced garlic to the skillet. Cook for 2-3 minutes, stirring frequently, until the garlic is fragrant.
Stir in the basmati rice and 2 cups of water. Bring the mixture to a boil, then reduce the heat to low, cover the skillet, and simmer for 15-20 minutes, or until the rice is tender and the liquid is absorbed.
