In a small bowl, combine the grated ginger, soy sauce, brown sugar, sesame oil, and minced garlic. Mix well to create the ginger soy sauce.
Preheat a grill or grill pan to medium-high heat.
Pat the bass fillets dry and season them with salt and pepper. Grill the bass for 3-4 minutes per side, or until cooked through.
In a large skillet, heat a drizzle of sesame oil over medium heat. Add the cooked rice and chopped kimchi. Stir-fry for 5 minutes, until well combined and heated through.
Remove the grilled bass from the heat and brush it generously with the ginger soy sauce. Sprinkle the chopped scallions and sesame seeds over the top.
Serve the Korean ginger bass immediately, with the kimchi fried rice on the side.
