In a large bowl, combine the beef cubes, kaffir lime leaves, soy sauce, and 1 tbsp of rice vinegar. Toss to coat the beef evenly. Cover and marinate for 15 minutes.
Preheat grill or grill pan to medium-high heat. Thread the marinated beef cubes onto skewers, leaving a small gap between each piece.
Grill the beef skewers for 3-4 minutes per side, or until the beef is cooked through and slightly charred.
In a separate bowl, combine the shredded broccoli, sliced Thai chili, and the remaining 1 tbsp of rice vinegar. Toss to coat the broccoli slaw evenly.
