Preheat oven to 400°F. Toss the broccoli florets with 2 tablespoons of olive oil and season with salt and pepper. Spread the broccoli on a baking sheet and roast for 15-18 minutes, until tender and lightly charred.
In a small bowl, whisk together the soy sauce, rice vinegar, kaffir lime zest and juice, and sliced Thai chili. Set aside.
Heat 1 tablespoon of oil in a large skillet or wok over high heat. Add the sliced beef and stir-fry for 2-3 minutes, until lightly browned.
Pour the kaffir lime and soy sauce mixture over the beef and let it simmer for 2-3 minutes, until the sauce has thickened and the beef is cooked through.
Serve the kaffir lime and soy glazed beef over steamed jasmine rice, topped with the roasted broccoli.
