In a large skillet, cook the ground beef over medium-high heat until browned and crumbled, about 5-7 minutes. Drain any excess fat.
Add the chopped broccoli, grated ginger, and minced garlic to the skillet. Cook for an additional 3-5 minutes, stirring frequently, until the broccoli is tender.
Stir in the soy sauce and sesame oil, and season with salt and pepper to taste. Remove the mixture from the heat and let it cool slightly.
Place a wonton wrapper on a clean surface. Spoon about 1-2 tablespoons of the beef and broccoli mixture into the center of the wrapper. Wet the edges of the wrapper with water and fold it in half, pressing the edges to seal.
