In a small bowl, mix soy sauce, oyster sauce, cornstarch, and sesame oil. Set aside.
Heat 1 tablespoon of oil in a large wok or skillet over high heat.
Add chicken pieces and cook until golden and cooked through, about 5-6 minutes. Remove and set aside.
Add remaining oil to the same pan. Add garlic and ginger, stir for 30 seconds until fragrant.
Add harder vegetables first (carrots, broccoli) and stir-fry for 2-3 minutes.
Add bell peppers and continue stir-frying for another 2 minutes.
Return chicken to the pan, add the sauce mixture, and toss everything together for 1-2 minutes until heated through.
Serve immediately over cooked rice, garnished with green onions and sesame seeds if desired.
